Who can use WhatsApp Calling
WhatsApp Calling depends on your number's eligibility with Meta:
- Messaging limit of 2,000 or more — your number needs a messaging limit of at least 2,000 business-initiated conversations per rolling 24 hours (tier 2K/day or above). Numbers on the 1K/day tier or below aren't eligible yet.
- Supported country for outbound calls — business-initiated calls aren't available for business numbers in the United States, Canada, Egypt, Vietnam, Nigeria or Turkey. The customer's number can be in any country where the WhatsApp Cloud API is available.
- Not via Coexistence — calling isn't supported if your account was onboarded through Coexistence.
If your number isn't eligible yet, the app tells you which requirement it misses.
Calling a customer: permission and limits (Meta rules)
- Ask first — before you call a customer, they must grant permission. Send a permission request in an open chat, or a call-permission template when the 24-hour window is closed. You can ask once every 24 hours and at most twice in 7 days.
- After they approve — call any time within 7 days, up to 5 connected calls per customer every 24 hours. If they decline, wait 24 hours before asking again.
- Unanswered calls — after 2 unanswered calls in a row Meta asks the customer to reconsider; after 4, permission is revoked automatically (they can grant it again later).
- Capacity — a single WhatsApp Business number handles up to 1,000 concurrent inbound and 1,000 concurrent outbound calls.
